Petitioners challenged the two Rhode Island laws that prohibited advertising of the price of alcoholic beverages in any manner whatsoever, except by tags or signs inside liquor stores. The laws banned advertisements in print and broadcast media stating a price for alcoholic beverages. The plaintiffs were discount liquor retailers that wanted to advertise their low prices for alcoholic beverages but had previously been fined for print advertisements that implied low prices for alcoholic beverages. The state argued that the statutes advanced its interest in reducing alcoholic consumption.
