Facts
Ambler owned 68 acres of undeveloped land in Euclid. Ambler had kept the land for years with the intention of selling and developing it for industrial uses. On November 13, 1922, the Village adopted a ordinance with a comprehensive zoning plan that regulated the location of trades, industries, apartments, single family homes, two-family homes, etc., as well as lot and building sizes. The plan had six classes of use, and Ambler’s land fell into three of those classes limiting the 68 acres to mostly residential. Ambler alleged that ordinance significantly devalued the land.
