The president of the United Mine Workers (Defendant), John L. Lewis, disputed the terms of the union’s employment agreement with the United States (Plaintiff) Secretary of the Interior. Lewis gave notice to terminate the agreement, and informed the mine workers. The United States filed a complaint against the United Mine Workers in D.C. district court, arguing that Lewis and the union had no power to unilaterally terminate the agreement. The court issued a temporary restraining order to prevent the workers from going on strike while the case was being litigated. However, the workers went on strike. The United Mine Workers argued that the Norris-LaGuardia Act applied and prohibited the court from having jurisdiction to grant injunctive relief in this type of labor dispute. The district court held that the Act did not apply and found that the defendants were guilty of contempt for violating the temporary restraining order.
