Appellants began the process to adopt a foreign-born child and traveled to Ukraine, where they adopted a three-year-old child pursuant to a Ukrainian court decree and brought the child to live in their California home. They did not “readopt” the child in California. In California, various evaluations were performed due to the child’s low level of functioning, and health care professionals diagnosed her with spastic cerebral palsy and several other disorders. Appellants say the child cannot live in a normal home environment and is unadoptable. She has been living in intensive foster care placement.
