Helaman Hansen operated a fraudulent “adult adoption” program between at least 2012 and 2016, targeting noncitizens seeking U.S. citizenship. He promised over 450 noncitizens that they could obtain citizenship through adult adoption, charging fees ranging from $4,500 to $10,000 per person, accumulating nearly $2 million in proceeds. Hansen falsely assured participants like Mana Nailati from Fiji that adult adoption was the “quickest and easiest way to get citizenship” and that once enrolled, “Immigration cannot touch you.” No legal path to citizenship through adult adoption exists. Hansen advised participants to remain in the United States unlawfully while awaiting the promised citizenship. Many participants depleted their savings, borrowed from relatives, or diverted funds from other important purposes to pay Hansen’s fees.
