Following the Rampart Division scandal and other incidents of alleged police misconduct, the Department of Justice conducted a comprehensive investigation of the Los Angeles Police Department. The investigation revealed substantial evidence of systematic civil rights violations, including excessive use of force, improper search and seizure practices, racial profiling, and inadequate disciplinary procedures. Rather than contest these findings in court, the City of Los Angeles negotiated a settlement with the federal government that resulted in a consent decree imposing significant reforms on LAPD policies, training, supervision, and accountability mechanisms. The consent decree mandated specific changes to use-of-force policies, complaint procedures, officer training, and the implementation of data collection systems to track officer conduct and identify potential problems.
