Facts
This case arose from the sinking of a barge called the Anna C. As the Anna C was waiting to be unloaded, it broke free from its moorings subsequent to the actions of defendant Carroll to remove a line that was keeping several boats tied together. After breaking free, the Anna C was damaged and sank to the bottom of the sea.
Because the Anna C was loaded with flour owned by the United States, the United States brought this action to recover against Carroll for the value of the goods.
