In 2016, an undercover Tucson Police Department detective posted an advertisement on an online forum seeking users interested in child pornography. A user with the username “tabooin520” contacted the detective and sent images and videos of child pornography through the Kik messaging application. Federal Homeland Security Investigations agents, at the detective’s request, served federal administrative subpoenas on Kik to obtain the IP address associated with tabooin520, and subsequently on Cox Communications to obtain subscriber information linked to that IP address. Cox disclosed William Mixton’s name, street address, and phone number. Using this information, detectives obtained and executed a search warrant on Mixton’s residence, seizing electronic devices containing child pornography and evidence linking Mixton to the tabooin520 account. Mixton was indicted on twenty counts of sexual exploitation of a minor under fifteen years of age.
