On March 15, 2003, Deputy Reynaldo Punzalan of the Pierce County Sheriff’s Department conducted a routine, random check of the guest registry at the Golden Lion Motel in Lakewood, Washington, as part of the Lakewood Crime-Free Hotel Motel Program. This program encouraged officers to review guest registries on a random basis without individualized or particularized suspicion, particularly at motels with reputations for criminal activity. When Punzalan ran Timothy Jorden’s name through his mobile data computer, he discovered two outstanding felony warrants. Officers proceeded to Jorden’s room, knocked, and when a female occupant answered, immediately entered. They found Jorden unclothed in bed with drug paraphernalia and crack cocaine on a nearby table. Jorden was arrested and charged with unlawful possession of a controlled substance. Guests checking into participating motels were required to provide valid identification, but were not informed of the possibility of random, suspicionless searches of the registry by law enforcement.
