Southern California Gas Company operates the Aliso Facility, an underground natural gas storage site near Porter Ranch, a residential neighborhood of approximately 30,000 people. In October 2015, an uncontrolled leak released about 55 tons of natural gas per hour, coating nearby neighborhoods in an oily mist and causing residents to report unpleasant odors, headaches, dizziness, and respiratory problems. Public health officials directed SoCalGas to establish a relocation program for residents within a five-mile radius, eventually relocating about 15,000 people. The leak continued for four months until February 2016, releasing approximately 100,000 tons of natural gas. The plaintiffs are Porter Ranch area businesses seeking to represent a class of businesses operating within five miles of the facility. They allege that the relocation of residents devastated the local economy, causing substantial loss of customers and income. None of the plaintiffs allege personal injury or property damage; they seek recovery solely for lost income resulting from the leak.
