Facts
Officers approached a car that met the description of a stolen car, in which Acosta was in the driver’s seat. When the officers approached, Acosta sped away. Acosta led police on a near 50 mile high speed chase, during which Acosta displayed the most outright abhorrent driving tactics and maneuvers. During the chase police helicopters from multiple different departments were used. When it was decided that a different department’s helicopter should take the lead the helicopters performed a rather routine switching process but the pilots from one of the departments that was making the switch performed a manurer that was not safe and in violation of the Federal Aviation Administration causing a collision with the other helicopter. After the collision both helicopters fell to the ground and three people were killed as a result.
