Shortly after enactment of the Patient Protection and Affordable Care Act of 2010, twenty-six states and several private litigants challenged its constitutionality. Congress enacted the Act to cover more Americans, who had no insurance until that point. The ACA contained an individual mandate requiring individuals to maintain a minimum level of health insurance and the Medicaid expansion, which gives funds to states if they provide specified health care to all citizens with low incomes. Anyone fails to comply with an individual mandate would have to pay a penalty.
