Martinez v. Socoma Companies, Inc.

Socoma Companies, Inc., Lady Fair Kitchens, Incorporated, & Monarch Electronics International, Inc. (hereinafter “Socoma et al.”) (defendants) entered into contracts with the United States Government. Under each contract, Socoma et al. agreed to lease space in the then-vacant Lincoln Heights jail building, to invest $5 million in renovating the leasehold, and to train and email a specified number of disadvantaged East Los Angeles residents. A class of disadvantaged East Los Angeles residents including Martinez (hereinafter “Martinez et al.”) (plaintiffs) were qualified for employment under the contracts, but Socoma et al. failed to perform under the contracts. Martinez et al. sued Socoma et al. for their failure to perform. The trial court dismissed the lawsuit. Martinez et al. appealed.
