In 2002, Fane Lozman purchased a 60-by-12-foot floating home consisting of a house-like plywood structure with French doors on three sides, containing rooms like those in an ordinary home. The home had no self-propulsion mechanism, no steering device, an unraked hull with a rectangular bottom, and no capacity to generate or store electricity. It was towed to various locations, eventually arriving at a marina owned by the City of Riviera Beach. After disputes arose between Lozman and the City, the City brought an admiralty action in rem against the floating home, seeking a maritime lien for dockage fees and damages for trespass. The City had the home seized, and it was later sold at auction to the City, which subsequently destroyed it.
