L.A.m was born in Canada and adopted by the M.’s shortly thereafter. The M.’s then divorced and Mrs. M. moved with L.A.M. to Alaska and remarried. L.A.M then began a consistent pattern of running away. A petition was filed seeking to have her declared a child in need of supervision, and it was granted. L.A.M. was ordered detained at a youth center pending adjudication. After she was released to her parents, she ran away. The pattern continued over the next months, where she would fail to comply with court orders and run away. L.A.M. was adjudicated delinquent and ordered to be institutionalized.
