Facts
After years of economic decline in New London, Connecticut, state and local officials charged the New London Development Corporation, a private nonprofit entity, with developing and implementing an economic revitalization project in the City’s Fort Trumbull area. After the state authorized some initial funding for the project, the pharmaceutical company Pfizer, Inc. announced that it would build a $300 million research facility near Fort Trumbull. NLDC proposed a development plan to build residences, parkland, shops, and museum, and office space next to the proposed research facility. The city council approved the plan and gave NLDC authority to acquire property by purchase or through eminent domain. NLDC was able to negotiate the purchase of most of the real estate in the 90-acre development area, but after negotiations with petitioners failed, NLDC initiated condemnation proceedings. There were no allegations that any of the petitioners‘ property was blighted or in poor condition. The properties were condemned only because they were located in the development area.
