A mother of a deceased former inmate and several other inmates of the New York’s Attica Correctional Facility (Appellants) filed a civil suit against New York state officials including Rockefeller (Appellee) after an inmate uprising at the prison in 1971. During the uprising, 32 inmates died and several others were injured. The inmates alleged that the state officials committed crimes in quelling the uprising and that the U.S. Attorney failed to investigate and prosecute these crimes.
