Thomas C., born May 29, 1979, is the eldest of four boys living with his parents Jeffrey and Maureen C. and his three brothers. Thomas suffers from attention deficit disorder and dropped out of E.C. Goodwin Technical School one week before his sixteenth birthday after approximately one year of escalating disciplinary problems. Despite being intelligent, Thomas showed little academic motivation, had difficulty with assigned tasks, and displayed frustration. When prescribed Ritalin, he showed brief improvement but likely did not consistently take the medication. Thomas gravitated toward students with social and emotional problems, violated school rules repeatedly, particularly regarding unauthorized areas, resulting in multiple suspensions. He rejected recommended counseling and angrily blamed teachers for his problems. At home, Thomas was verbally abusive to his parents, physically and verbally abusive to his younger brothers, especially cruelly taunting his twelve-year-old brother about his weight and appearance. He was arrested for breach of peace following a domestic dispute with his father, though the charge was later nolled. Thomas lived with his maternal uncle and grandmother for approximately six months in 1995, behaving appropriately there, but suddenly left in September to live with someone in New Britain, returning to his parents’ home in November 1995. Thomas remains unemployed, refuses to seek work or participate in education, and is completely dependent on his parents for food and shelter.
