On July 8, 1998, William Neal murdered three women and left a fourth for dead. After the murders, Neal called the Jefferson County Sheriff’s office and spoke with officers and Pautler, the Chief Deputy District Attorney. Neal described his crimes in detail and expressed his willingness to surrender but insisted on speaking with a public defender first. When Pautler was unable to reach a public defender, he impersonated one, identifying himself as “Mark Palmer” during a recorded conversation with Neal. Based on this deception, Neal surrendered peacefully. When Neal later discovered the deception, he sought to have his subsequent statements suppressed and filed a grievance against Pautler. The Office of Attorney Regulation Counsel then brought disciplinary proceedings against Pautler.
