On April 27, 2004, Fairfield Police Officer Moody detained Jaime P. and three others after observing what he believed to be traffic violations, though the People later conceded these violations alone would not have justified a vehicle stop. After detaining two passengers who exited the vehicle, Officer Moody approached Jaime P., who was driving. When asked for identification, Jaime P. could only provide a school ID and admitted he had no driver’s license. While speaking with Jaime P., the officer observed ammunition in plain view on the floorboard. After determining none of the vehicle occupants had a valid license, the officer impounded the vehicle. During the subsequent inventory search, officers discovered a loaded .44-caliber handgun beneath the rear passenger seat. Jaime P. was on probation with a condition requiring him to submit to warrantless searches, but Officer Moody was unaware of this condition at the time of the detention and search.
