In March 2018, during heightened scrutiny following the Facebook-Cambridge Analytica scandal, Google discovered a three-year-old software glitch in its Google+ social network that exposed private profile data of hundreds of thousands of users to third-party developers. Google’s investigation revealed it could only examine two weeks of activity logs, making it impossible to determine the full scope of misuse. The investigation also uncovered additional security vulnerabilities. Google’s legal and policy staff prepared a memo warning that disclosure would trigger immediate regulatory interest and likely require CEO Sundar Pichai to testify before Congress. Despite this knowledge, Alphabet filed quarterly reports in April and July 2018 stating there were “no material changes” to risk factors since 2017, while concealing the discovered vulnerabilities. The Wall Street Journal exposed this concealment in October 2018, leading to stock price decline, regulatory scrutiny, and congressional condemnation.
