In March 2001, Craig Humphries’ fifteen-year-old daughter from a previous marriage fled to Utah and accused the Humphries of abuse. Based on these allegations, Detective Wilson obtained arrest warrants and arrested both Craig and Wendy Humphries in April 2001. Their two other children were removed from their home and placed in foster care. Detective Wilson completed a child abuse investigation report categorizing the case as “substantiated” and submitted it to the California Department of Justice for inclusion in the CACI. However, the prosecutor later learned that a doctor had examined the daughter during the alleged abuse period and found no signs of abuse. The criminal charges were dismissed, the criminal court found the Humphries “factually innocent,” and the juvenile court found the allegations “not true.” Despite these judicial findings, California refused to remove the Humphries from the CACI, where they remain listed as substantiated child abusers. This listing creates barriers to employment, volunteering, licensing, and custody decisions under various California statutes that require agencies to check the CACI before conferring such benefits.
