Hoo Siong Chow had arranged to fly from Indianapolis to Singapore with a connection in San Francisco. His TWA flight from Indianapolis to San Francisco (via St. Louis) was delayed multiple times, first due to engine trouble and then to board additional passengers. During these delays, TWA representatives repeatedly assured Chow that if he missed his connecting Singapore Airlines flight, TWA would arrange for him to take the next available flight. When Chow arrived in San Francisco, he had indeed missed his connection. TWA promised to place him on a priority list for the next Singapore Airlines flight and provided overnight accommodation. However, despite multiple assurances, TWA failed to make the promised arrangements, eventually telling Chow he was “on his own.” Chow was forced to purchase a business class ticket at an additional cost of $928 since economy class was unavailable.
