Bleckley County, Georgia, with a black population of nearly 20%, had operated under a single-commissioner form of government since 1912. Under this system, one commissioner performed all executive and legislative functions of the county government. In 1985, the Georgia Legislature authorized Bleckley County to adopt a five-member commission, but voters rejected this change in a 1986 referendum. Six black registered voters and the local NAACP chapter filed suit, claiming that the single-commissioner system violated Section 2 of the Voting Rights Act by diluting minority voting strength. They argued that a five-member commission with single-member districts would allow black voters to elect a representative of their choice in one district. No black person had ever been elected as Bleckley County Commissioner, and the District Court found that the county had historically enforced racial segregation and that black residents continued to endure depressed socio-economic status.
