Gilbert Harris was a 16-year-old boy who lived in a remote, rural section of Calhoun County, West Virginia, and had difficulty getting to school during winter months. He suffered from facial disfigurement and mild retardation, which led to ridicule and shunning by classmates. After being absent from school for 50 days, he was adjudicated delinquent by the Calhoun County Juvenile Court despite having no prior offenses. The court committed him to the Industrial School for Boys at Pruntytown until he turned 16, after which he was to be reassigned to a Youth Center for the remainder of a one-year period. This commitment would extend well beyond the age when school attendance was legally required. Harris had been enrolled in special education classes, but the record did not disclose details about those programs or the programs offered at the facilities where he was to be confined.
