In late 2002, Fred Meyer announced plans to build a 95,000-square-foot store in Homer, prompting the city to review its zoning code regarding floor area limits for retail and wholesale stores. For two years, a special task force, the Homer Advisory Planning Commission, and the Homer City Council conducted extensive hearings on the issue. In March 2004, while these hearings were ongoing, Homer voters filed an initiative petition proposing a 66,000 square foot “footprint area” for retail and wholesale buildings in three zoning districts. On April 12, 2004, the city council passed Ordinance 04-11(A), setting different floor area limits for each district (ranging from 20,000 to 45,000 square feet). Voters subsequently approved the initiative on June 15, 2004, and in February 2005, the city council enacted Ordinance 05-02 to implement the initiative’s 66,000 square foot limit for all three districts.
