New Kent County is a rural county in eastern Virginia with a population of approximately 4,500, about half of whom were Black. The county had no residential segregation, with persons of both races residing throughout the area. The school system consisted of only two schools: New Kent School (historically white) and George W. Watkins School (historically Black). Both schools served grades 1-12 and were located on opposite sides of the county. School buses traveled overlapping routes throughout the county to transport students to the racially segregated schools. The segregated system was initially established and maintained under Virginia constitutional and statutory provisions mandating racial segregation in public education, which were later held unconstitutional in Brown v. Board of Education. In 1965, eleven years after Brown I, the School Board adopted a “freedom-of-choice” plan to remain eligible for federal financial aid. Under this plan, students could choose which school to attend. After three years of operation, no white students had chosen to attend the historically Black school, and although 115 Black students had enrolled in the formerly all-white school, 85% of Black students still attended the all-Black school.
