A forest fire destroyed trees in the hills upstream to the Plaintiff’s camp and runoff into the nearby creek caused a flood. The flood destroyed the camp facilities. The Defendant, County of Los Angeles, enacted an interim flood protection ordinance which banned construction along the creek.
