In March 1979, administrators of the Highland school system in Indiana conducted a drug inspection at the Junior and Senior High Schools due to increasing concerns about drug use. The school had recorded 21 instances of drug possession or use from September 1978 to March 1979, with 13 occurring in the 20 days prior to the inspection. School officials arranged for trained drug-detecting dogs to search the schools, with assistance from local police officers. On March 23, 1979, teams consisting of a school administrator, a dog handler, and a uniformed police officer visited each classroom. Students were instructed to remain seated with their hands on their desks while dogs sniffed around them. When a dog alerted to plaintiff Diane Doe, she was escorted to the nurse’s station where two women asked her to remove her clothing for a search. No drugs were found on her, though it was later discovered she had played with her dog that morning, which was in heat. In total, 50 students were alerted to by the dogs, with 17 found in possession of drugs.
