Walker (Appellant) was charged in the Commonwealth of Pennsylvania (Appellee) with crimes arising from two armed robberies. Four of the victims picked his photo out of arrays presented by the police. Walker offered expert witness testimony of Dr. Solomon Fulero, a lawyer and recognized forensic psychologist, on eyewitness testimony. The court excluded the testimony. On appeal, Walker argues that Dr. Fulero would have explained to the jury how the mind works and informed the jury of certain scientifically proven facts relating to eyewitness identification. Appellant argues that all of the scientific findings made by the expert have received general acceptance in the scientific, legislative, and judicial communities and should have been admitted.
