Paul Ludwig was charged with multiple sexual offenses against his five-year-old daughter. At the preliminary hearing, despite being able to describe the incidents in detail one hour before, the child testified she did not remember what happened and became unresponsive to questioning. A psychologist testified the victim suffered “emotional freezing” in her father’s presence and might be permanently traumatized by testifying before him. The trial court permitted closed-circuit television testimony where the child, her foster mother, and camera operator were in a separate room, connected by microphone to the courtroom containing the judge, prosecutor, defense counsel, appellant, and jury. The child could hear but not see those in the courtroom. Ludwig was convicted on all charges.
