Petitioners, consisting of public school students, parents, and citizen organizations, filed suit in November 2009 alleging the State violated Article IX, Section 1(a) by failing to provide adequate funding for education and allowing disparities among certain subgroups of students, including African-American students, Hispanic students, economically disadvantaged students, and students in property-poor counties. The complaint initially challenged the 2009 Appropriations Act and was later amended to include challenges to choice programs and allegations regarding efficiency. After extensive discovery and a nearly four-week bench trial involving dozens of witnesses and over 5,000 exhibits, the trial court made detailed findings showing Florida had made education a top priority, with funding at historic highs, dramatic improvements in graduation rates and test scores, and achievement gaps smaller than national averages and closing faster than the nation.
