In March 1986, Flagship representatives met with Klewin representatives to discuss Klewin serving as construction manager on the ConnTech Project, a major development in Mansfield near the University of Connecticut. The project included plans for twenty industrial buildings, a hotel and convention center, and housing for graduate students and professors, with an estimated cost of $120 million. At the meeting, Flagship’s representative shook hands with Klewin’s agent and said, “You’ve got the job. We’ve got a deal.” The parties publicized their agreement and held a press conference. Construction began in May 1987 on the first phase (Celeron Square), for which the parties entered into a written agreement. After completion in October 1987, Flagship became dissatisfied with Klewin’s work and began negotiating with other contractors. In March 1988, Flagship contracted with another company for the next phase of the project. Klewin then sued for breach of the oral contract to perform as construction manager on all phases of the project.
