Carol Anne Bond, a trained microbiologist, discovered that her close friend Myrlinda Haynes was pregnant with Bond’s husband’s child. Seeking revenge, Bond stole toxic chemicals from her employer and purchased others online. She then spread these chemicals on Haynes’s mailbox, car door, and doorknob on at least 24 occasions over several months. The chemicals caused minor chemical burns to Haynes’s thumb. After local police proved unhelpful, Haynes reported the situation to federal postal inspectors, who identified Bond through surveillance cameras. Federal prosecutors charged Bond with violating the Chemical Weapons Convention Implementation Act, a statute that implements the international Chemical Weapons Convention treaty.
