Ilona was born in 1997 to a single mother whose first language is Spanish and who has cognitive limitations, major depression, and a learning disorder. The Department received supported reports of physical abuse in 2001. On December 27, 2006, police responded to a 911 call and found nine-year-old Ilona in shock with bruising after her mother beat her with a belt for not eating dinner. The mother was charged criminally and given a continuance without finding. The Department removed Ilona and placed her with foster parents. Despite weekly therapy since 2005, monthly psychiatric sessions since 2006, and Department-provided services including a sixteen-week nurturing class and twelve-week anger management program in 2007, the mother showed little improvement in parenting skills or insight into her problems. The mother had difficulty understanding concepts taught due to her cognitive limitations. By trial, Ilona had thrived in foster care, transforming from a failing student with behavioral problems into a polite, affectionate, happy child. The foster mother supported continued contact between Ilona and her biological mother.
