On December 3, 2002, a devastating earthquake struck in Mexico. The quake measured .6 on the Richter scale and was centered in a heavily populated suburb of Mexico City. Acting pursuant to a request from Mexican officials, President Bush ordered 20,000 members of the National Guard to fly directly to the damaged area to help with rescue efforts and support the government efforts to maintain security. Congress members were not consulted prior to the order and no attempt to notify Congress was made because the members had already adjourned for the annual year-end break between sessions.
